Shenhar is an expert in Risk & Crisis Communication, Emergency and Disaster Response assessment and planning, and Multi-Disciplinary Operational Response. He is co-founder and a teacher at the Department of Emergency and Disaster Management at Tel Aviv University; he has held those positions since 2006. He has published several academic articles in his field. He is an ICT Research Associate and teaches at Haifa & Bar Ilan Universities. Shenhar served on active duty with the IDF from 1976 to 2003; he retired as a Colonel.
