Research shows that the most powerful way to deepen understanding of Israel – and to counter antisemitism and bias – is through direct experience. When global leaders visit Israel and witness its innovation, complexity, and human spirit firsthand, perceptions shift and enduring connections are created.
Building on this insight, EIS Council has launched the Global Cities Resilience (GCR) Initiative – a groundbreaking program that brings senior municipal delegations from Canada and other countries to Israel for an immersive Resilience Showcase.
Over time, Israel has become an extraordinary “resilience laboratory,” developed out of necessity to protect its critical infrastructures from extreme and evolving threats. Through constant adaptation, it has built one of the world’s most advanced models of preparedness – uniting government, industry, academia, and local authorities in a shared mission of protection and innovation.
Yet this challenge is global. Cities everywhere are increasingly exposed to disruptions that can cripple essential systems – electricity, water, energy, healthcare, and finance – threatening the very continuity of societies.
To help address this shared global vulnerability, EIS Council invites senior city leaders, policymakers, and infrastructure executives to join the Global Cities Resilience Delegation Visit to Israel – an experiential program offering firsthand engagement with Israel’s leading institutions, including the Israel Electric Corporation, Ichilov Medical Center’s ARC Innovation Hub, and the Israel National Cyber Directorate.
The program will include visits to situation rooms and control centers of critical infrastructures and will feature expert roundtables, where participants and Israeli counterparts will exchange knowledge and best practices across sectors, as well as a high-impact simulation exercise designed to demonstrate real-time crisis management and coordinated resilience strategies.
Through these experiences, participants will explore how Israel transforms crisis into innovation and builds national resilience from the ground up – offering practical models and partnerships applicable to cities worldwide.

CTO Ginom, Engineering Director EIS Council
Yosi Shneck brings over 45 years of leadership in cyber, IT, and operational technology for critical infrastructures. At the Israel Electric Corporation, he led cybersecurity preparedness across IT/OT environments and directed major R&D initiatives within the European FP7 and Horizon 2020 programs.
Yosi consults boards and C-level executives on resilience strategy and cyber defense. He has extensive experience hosting international delegations and guiding visits to key Israeli infrastructure sites, sharing best practices in resilience, innovation, and cyber protection.

Dr. Ronen Hoffman is an Accomplished academic, public figure, manager, diplomat, and entrepreneur with extensive expertise in organizational leadership, think-tanks management, community relations, leadership and resilience development, education, international relations, and public policy.
Notable positions include serving as Ambassador of Israel to Canada, Member of Knesset and the Foreign Affairs and Defense Committee, Co-Founder and Founding General Director of the International Institute for Counter-Terrorism, Director of the Herzliya Conference, Personal Aide to Prime Minister Yitzhak Rabin, Advisor to the Minister of Defense, and Coordinator of the Israeli delegation to peace negotiations with Syria.

Vice President Strategic Programs EIS Council, CEO Ginom
Dr. Ehud (Udi) Ganani, as Vice President for Strategic Programs, is responsible for the development, coordination, and management of several key international programs. He has extensive experience guiding and hosting high-level international delegations focused on resilience and critical infrastructure protection.
Udi Ganani is a co-founder of Contguard Ltd., a global maritime container tracking startup. He is also a member of the SPECTRUM Group in Alexandria, VA and a Research Associate in ICT International Institute for Counter-Terrorism at IDC Herzliya.
Previously, Dr. Ganani served in senior management roles in a number of corporations providing high technology solutions for security applications. He was Chief Executive Officer and President of Rabintex Industries Ltd., served as CEO and chairman of TraceGuard Technologies Inc. and chairman of Bird Aerosystems Ltd. He also chaired the public advisory committee for Aerospace, Defense and Homeland Security for the Israeli Export Institute.
Prior to that, Dr. Ganani served as a senior manager in some of Israel’s largest and most important aerospace companies: He served as Chief Executive Officer of Israel Military Industries, Vice President of Marketing and Business Development for Rafael, and headed Rafael’s rocket motors development group.
Dr. Ganani holds a Doctorate of Science in Chemical Engineering from Washington University, St. Louis, MO and a Bachelor of Science in Chemical Engineering from the Technion – Israel Institute of Technology in Haifa, Israel.

Lihi Rotem Ganani leads EIS Council’s and Ginom AI global marketing initiatives.
Lihi worked at the IE Business School, one of the world’s top business schools. With a skill for creating partnerships and focusing on innovation, she was involved in organizing yearly programs and designing the Startup Lab, a startup acceleration program, and the Business Impact Lab, an open innovation program. She ran “Challenge weeks,” one-week Design Thinking programs with leading corporates, and built a marketplace involving SMEs, corporates, and students for innovation-related consulting projects focused on growth.
In Israel, Lihi served as a judicial advisor in the Israeli circuit court and worked for boutique law firms. Lihi holds a BA in Business, an LLB in Law, a Master of Laws (LLM), and an MA in Digital Transformation and Innovation Leadership.
