Thomas O’Brien

Thomas F. O’Brien is responsible for all activities related to PJM’s Information Technology Services Division and its enterprise information security. He sits on the board of PJM Connext, a subsidiary of PJM.

O’Brien is chair of the Eastern Interconnect Data Sharing Network. He also serves on the boards of Mary’s Shelter, the Utility Employees Credit Union and the Management Executive Council under the auspices of the Electricity Information Sharing and Analysis Center (E-ISAC).

O’Brien is an energy professional with more than 30 years of broad experience in all aspects of the electricity industry. Previously, O’Brien was employed by GPU Energy and FirstEnergy Solutions, leading and participating in deregulation, energy trading and system operations activities.

O’Brien earned his Bachelor of Arts in mathematics with a concentration in computer science from Shippensburg University and a Master of Business Administration from LaSalle University. He completed a certificate program in advanced computer security through the Stanford Center for Professional Development.

Craig Creamean

Craig Creamean is Vice President, Transmission System Operations, for Exelon. Previously Craig served as a Vice President of DSO for ComEd. Craig is responsible for operational oversight and development of business strategy for ComEd’s Distribution System Operations Organization (DSO), which includes the Operations Control Center (OCC) and Emergency Preparedness, Director of Electric Operations North region and as Director of AMI Field Deployment.
Craig began his career in 1990 in distribution engineering in South region. He has held various positions in distribution engineering, capacity planning, new business, field operations in South and Chicago regions, operations control center, operational strategy and business intelligence and AMI operations. Craig holds a bachelor’s degree in electrical engineering from the University of Notre Dame.

Roy Mathai

Roy has 21 years of experience at TVA in reliability engineering, real-time operations support, and enterprise resiliency. Roy previously led Transmission Operations & Power Supply teams supporting primary and regional operations centers and ensuring NERC compliance and contributed to transmission business planning and industrial/economic development. Since 2024, Roy has focused on strengthening TVA’s resilience posture through the Enterprise Resiliency program and now serves as Senior Manager of Resiliency & Emergency Services, overseeing Emergency Management, the Emergency Response Training Center, and enterprise resiliency initiatives. Roy holds a bachelor’s degree in electrical engineering and a Master of Science in Engineering Management from the University of Tennessee at Chattanooga.

Amy Henry

Amy leads TVA’s Innovation & Research team, which develops new technologies and business models to support TVA’s mission and the future needs of the energy system. Her team focuses on advancing technology that adds energy capacity faster, enables
flexibility through storage and energy management, and improves efficiency of the grid. In collaboration with TVA experts, industry partners, and technology entrepreneurs, the Innovation & Research team evaluates emerging technologies and tests promising solutions.
Previously, Amy built partnerships with stakeholders, research organizations, and innovation centers across the Valley. She also guided public engagement for TVA’s Integrated Resource Plan. She began her TVA career in the Environmental organization, where she developed environmental impact assessments for new projects.
Before joining TVA, Amy worked as an environmental consultant. Her work included environmental impact assessments, endangered species surveys, and land management planning.
Amy holds a Bachelor of Science in Biology from Wake Forest University and a Master’s degree in Zoology and Wildlife Science from Auburn University.
Outside of work, Amy enjoys cycling, hiking, walking her dog Sally, and traveling with her two kids and husband, who recently retired from TVA.

Michael E. Bryson

Michael E. Bryson, Senior Vice President – Operations, is responsible for PJM’s Operations Division, overseeing 24/7 transmission operations for real-time systems. This includes scheduling, transmission dispatch, generation dispatch, reliability coordination, training, and all engineering analysis required to run the system and support the critical energy management systems.

Bryson also held the positions of executive director of system operations, general manager of dispatch operations and manager of the Transmission Department for the System Operations Division. He was responsible for PJM’s transmission operations support for real-time operations to include transaction scheduling, transmission analysis and regional and seasonal studies.
He serves on the board of PJM Technologies Inc. and was formerly on the board of directors of the ReliabilityFirst Corporation. Bryson is a past member of the Consortium for Electric Reliability Technology Solutions. Bryson serves on the National Association of Regulatory Utility Commissioners’ (NARUC) Gas-Electric Alignment for Reliability initiative, also known as GEAR.
Bryson is currently on the board of directors of Good Samaritan Services. He was previously board chair of Phoenixville Womens Outreach, and was the former chair of the board of Pope John Paul II High School.
Prior to joining PJM, Bryson held various senior-level positions with DIMAC DIRECT Inc. in St. Louis, including vice president of information services, manager of operations and technical services, and manager of applications development.
Bryson has nearly 10 years of military experience as a pilot. He was awarded the Bronze Star for Combat Service in Desert Storm.
His responsibilities in the United States Army included operations planning and support, supervision and training of pilots and mechanics, and tactical computer systems training and maintenance.
Bryson earned a Bachelor of Science in general engineering from the United States Military Academy at West Point, NY, focusing on computer science and electrical engineering, and has a Master of Business Administration from Saint Joseph’s University in Philadelphia. Bryson also earned a graduate certificate in power engineering from the Worcester Polytechnic Institute.

Matt Lovitt

Matt joined TVA in 2008, and over the past 17 years has advanced through positions of increasing responsibility, including Initial License Training to become a Senior Reactor Operator at TVA’s Sequoyah Nuclear Plant, Unit Supervisor, Shift Technical Advisor, and then Operations Shift Manager. He has held subsequent leadership roles in Sequoyah Chemistry, Watts Bar Quality Assurance, and Sequoyah Plant Support. He has led TVA’s Safety, Occupational Health, and Medical Services teams, and is currently the Director of Shared Solutions & Training. In his current role, his teams deliver expert emergency management, training, and enterprise resiliency services that strengthen TVA’s preparedness and operational excellence. Through regulatory-aligned training, process improvement facilitation, and a psychologically safe learning environment, his teams empower a skilled, compliant, and resilient workforce-ensuring reliable, low-cost energy delivery and continuous mission success.
Matt is a graduate of the United States Naval Academy, where he obtained a Bachelor of Science in Systems Engineering. He obtained a Master of Science in Electrical Engineering with a Minor in Engineering Management from the University of South Florida. He has completed numerous leadership courses facilitated by Bell Leadership, the Center for Creative Leadership, and the Institute of Nuclear Power Operations (INPO), most recently the Senior Nuclear Plant Management course.
Outside of TVA, Matt is a Navy Reservist, currently serving as the Commanding Officer of a Maritime Expeditionary Security Squadron One.

Sunny Wescott

Chief Meteorologist Sunny Wescott specializes in extreme weather events impacting emergency response, supply chain, and critical infrastructure. During her time in the US Air Force as a Lead Meteorologist, Ms. Wescott trained on continental and oceanic weather as the Top Forecaster for her support region and is considered a subject matter expert for multiple climatological events such as drought, subsidence, wildfires, tropical cyclones, and winter storms. Ms. Wescott also graduated top of her class for her degrees in Homeland Security Management, Public Safety Administration, and Atmospheric Sciences. Ms. Wescott focuses on operational forecasting by providing focused impact reports for regions, sites, security, and key interdependencies such as energy and telecommunications before, during, and after disasters.

Dwayne Fewless

Mr. Fewless, Principal Analyst, Operational Analysis & Awareness, ReliabilityFirst
Corporation, joined in 2015.
Mr. Fewless is currently a Principal Analyst in Operational Analysis & Awareness
Department and previously held the position of Reliability Consultant in the Entity Engagement Department at ReliabilityFirst.
Mr. Fewless has over 18 years of utility industry experience working in Transmission Operations as a System Operator at Wolverine Power and responsible for Technical Training at MISO and ITC.
At Wolverine Power, Mr. Fewless was a Transmission Operator and was responsible for monitoring the Transmission System and responding to events, coordinating and
switching on the Transmission System.

At MISO and ITC, as a trainer, Mr. Fewless taught classes on various tools and
applications, as well as human performance improvement and situational awareness
designed for the Control Room Operations staff. Mr. Fewless was also involved in
new-hire training, simulation training, power system restoration drills, and evacuation
drills. Mr. Fewless was responsible for developing and carrying out training plans to include scheduling and facilitating.

Aaron Gordon

Aaron Gordon serves as the Program Manager for Transmission System Inventory within TVA’s Transmission Field Operations organization. In this role, Aaron leads the planning, oversight, and continuous improvement of inventory processes that directly support transmission reliability across the Valley.
Aaron ensures that TVA personnel have the materials and equipment needed to recover from any catastrophe or crisis, strengthening operational resilience and enabling rapid restoration efforts when the system is under stress. This includes maintaining visibility into critical spares, coordinating closely with field operations, engineering, and supply chain teams, and improving processes that safeguard TVA’s readiness during both routine operations and emergency response.
Based in Chattanooga, Aaron brings a systems-focused, collaborative approach to tackling complex material-readiness challenges, supporting TVA’s mission of safe, reliable, and resilient power delivery.

Kimberly Denbow

Kimberly Denbow is the Vice President of Security & Operations at the American Gas Association (AGA) and the Executive Director of the Downstream Natural Gas Information Sharing & Analysis Center (DNG-ISAC).
Over the course of her 29 years with AGA, she has led multiple AGA Safety, Operations, Engineering, & Security committees. At present, she leads the AGA Board Safety & Security Committee.
She helped build AGA’s cyber and physical security program; stood up the DNG-ISAC; developed AGA’s Severe Event Preparedness Program; and supports pipeline resilience and reliability initiatives, including oversight of the Natural Gas Readiness Forum.
Kimberly has testified before Congress on multiple occasions on matters related to cybersecurity and the value of the government/industry partnerships.
She also serves as the industry liaison to numerous natural gas physical and cybersecurity programs of the U.S. Department of Homeland Security, Transportation Security Administration, and Department of Energy.

Kimberly holds a Bachelor of Science in marine biology from the University of Florida and a Master of Science in Environmental Engineering from the University of Michigan.

Avi Schnurr

Avi Schnurr is CEO of the Electric Infrastructure Security (EIS) Council.
Mr. Schnurr has reviewed severe “Black Sky” hazards to lifeline utilities for a number of state and federal government departments and agencies, including the Department of Defense, the Department of Energy, the National Security Council, Congress, the Federal Energy Regulatory Commission, the Nuclear Regulatory Commission and the Department of Homeland Security, among others. He has been a leader in development and coordination of protection strategies for critical national infrastructures, working with senior executives of the nation’s largest power, water, and fuel companies, with other corporate sectors, and with key government and NGO stakeholders.

Mr. Schnurr has provided invited briefings for NATO, the European Union, Parliamentary Committees, government science advisors and energy ministries. He has reviewed U.S. defense policies for the Department of Defense, the White House Homeland Security Council, the National Academy of Sciences, Congress, NATO and a variety of other venues. Until the end of 2004, Avi Schnurr worked for Northrop Grumman’s Space Technology Sector in California, where he had system responsibilities for space payloads and other advanced systems and instruments, and also managed U.S. and international defense programs. He holds a number of patents in laser and optical systems and twice received the corporate Chairman’s Award for Innovation. Avi Schnurr received his M.Sc. Degree in Physics from the University of California, Los Angeles, and a Bachelor’s Degree from the University of California, San Diego.

Kenneth (KC) Carnes

KC currently serves as the VP Cybersecurity & Chief Information Security Officer of the Tennessee Valley Authority. KC is also designated as the Chief Artificial Intelligence Officer and the agency’s Federal Senior Intelligence Coordinator. Starting in nuclear generation, KC has spent his career in public power in various regions and has been in the industry for over twenty five years. He has experience supporting all verticals of electric operations, from the perspectives of security, resiliency, and recovery. He is passionate about information sharing and building partnerships to enable understanding of emerging threats in this fast-changing industry. KC has previously been the chair of multiple industry groups and remains active in various security organizations and the with broader industry. KC has a degree in Computer Science and an MBA.

Missy Davis

Missy has 24 years of experience at TVA in transmission, innovation and research, and enterprise resiliency. During her 22 years in transmission, Missy held several positions that included routing new transmission lines, project management, and finally contract project support. While in the innovation and research group, Missy worked with EPRI on several pilot projects focused on LPCs, and improving their capabilities. Since December of 2024, Missy has worked on TVA’s enterprise resilience program. Missy holds a Bachelor of Science in Civil and Environmental Engineering from Tennessee Tech University, and a Master of Science in Engineering Management from Kansas State University

David Bowling

David is a seasoned executive and a Registered Professional Engineer with over 35 years of experience at the Tennessee Valley Authority (TVA). Currently serving as Senior Vice President of the Landowner Task Force, David leads TVA’s efforts to strengthen consistency, transparency, and communication with landowners as regional growth drives increased generation and transmission needs. In this role, the Landowner Task Force works closely with landowners and stakeholders to ensure their feedback meaningfully informs TVA’s approach to future infrastructure projects. As Senior Vice President of Safety, Environment, and Enterprise Support, David also oversees a diverse portfolio that includes corporate safety, environmental compliance, emergency management, and the stewardship of 293,000 acres of public land.

Throughout his nearly decade-long tenure in executive roles, David has managed some of TVA’s most critical assets. As Vice President of Gas and Hydro Operations, he was responsible for an 18,000 MW generation fleet, and as TVA’s Dam Safety Officer, he provided strategic governance for 152 structures. His career is defined by a unique ability to balance the complex demands of power generation, flood control, and environmental regulation with a long-term vision for organizational health and talent development.

A recognized leader in the engineering community, David has held influential roles in national and international organizations, including the United States Society of Dams, the National Hydropower Association, and the International Committee on Large Dams. His expertise extends beyond operations into the public sphere, where he is a highly experienced spokesperson capable of navigating high-stakes media interviews and congressional briefings. David holds both a B.S. in Agricultural Engineering and an M.S. in Civil Engineering from the University of Tennessee, Knoxville. His commitment to leadership excellence is supported by advanced credentials from the Vanderbilt-Owen Graduate School of Management and the Center for Creative Leadership. Christopher Pilong

Christopher Pilong, Sr. Director - Operations Planning, is responsible for the Transmission Operations Department, Generation Department and Outage Analysis Technologies Department. These departments perform near-term transmission outage analysis and approvals, generation outage analysis and approvals, annual Black Start Unit commitments, as well as gas-electric coordination, near-term load forecasting, solar forecasting and wind forecasting. The teams also perform seasonal reliability assessments and coordinate directly with the Market Services Division and System Planning Division.
Previously, Pilong worked as the director of the Dispatch Department and was responsible for the oversight of the dispatchers who operate and maintain the reliability of PJM’s portion of the Eastern Interconnection. The team operates the grid in accordance with NERC and PJM policies. In addition, the team oversees the Real-Time Energy and Reserve markets.
Pilong also worked as the manager of the Reliability Engineering Department at PJM performing day-ahead transmission outage analysis, as well as real-time coordination of grid activities with neighboring RTOs and ISOs.
Pilong has a Bachelor of Science in electrical engineering from Lehigh University and a Master of Business Administration from Villanova University.

Michael Lamb

Michael is General Manager of Electric Transmission Engineering and Reliability at Dominion Energy in Glen Allen, Virginia. He oversees system reliability, transmission line and substation engineering standards and design, asset management, emergency preparedness, key vendor relationships, and high-voltage test laboratory operations, and is responsible for equipment standards.
Since joining Dominion Energy in 1988, Michael has built nearly 40 years of experience spanning substation operations, transmission line and substation engineering, system operations, and equipment standards. Previously, as a Principal Engineer, he led transformer and shunt reactor procurement, directed fleet replacement programs, managed critical supplier partnerships, and advanced key resiliency initiatives for transmission assets.
An active CIGRE member since 2007, Michael has contributed extensively to Study Committee A2 (Transformers and Reactors. He received the Attwood Associate Award in 2018, served as the U.S. National Committee Regular Member for A2 from 2018 to 2024, and was named a CIGRE Distinguished Member in 2020.

Mary-Anna Holden

Mary-Anna Holden was appointed by Governor Christie and confirmed as a member of the New Jersey Board of Public Utilities in January 2012. She was reappointed by Governor Murphy in April 2018.
Prior to her nomination, she served as Mayor of the Borough of Madison for four years and a Councilwoman for ten years. During her service in Madison, she chaired or co-chaired every committee and department in the borough, including electric and water utilities, public works, engineering, transportation and public safety. She also was chair of the Madison-Chatham Joint Meeting wastewater facility, and served for 11 years as a trustee of the N.J. Historic Trust.

She is an at-large board member of the National Association of Regulatory Utility Commissioners (NARUC) and immediate past chair of its Committee on Water. Ms. Holden also serves on its subcommittee on Nuclear Issues-Waste Disposal, Critical Infrastructure Committee, Military Workforce Development Task Force and the DOE-NARUC Nuclear Energy Partnership. She was responsible for redesigning and running NARUC’s Utility Rate Training Schools and wrote NARUC’s handbook for board members.

Ms. Holden is a member of Jersey Water Works’ Green Infrastructure Committee, the N.J. Clean Water Council and the National Council on Electricity Policy. She is a board member and immediate past chair of the University of Missouri’s Financial Research Institute, a board member of the Center for Public Utilities at New Mexico State University and is past president of the Mid-Atlantic Conference of Regulatory Utility Commissioners (MACRUC). Ms. Holden is also a member of the National Regulatory Research Institute (NRRI) Advisory Board for the Regulatory Training Initiative.
Born in Tarrytown, N.Y., Ms. Holden received a Bachelor of Fine Arts degree from the College of New Rochelle and a Master of Arts in Humanities in American art and architecture from Manhattanville College.

Joe Parker, CISSP

Joseph “Joe” Parker serves as a Cybersecurity Advisor (CSA) with the Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA), based in Huntsville, AL, supporting North Alabama and portions of Tennessee. As a CSA, Mr. Parker provides cybersecurity assistance to critical infrastructure owners and operators within both private and public sectors. Mr. Parker has over 30 years of Federal service and is a Certified Information Systems Security Professional (CISSP-ISC2).

Greg Henrich

Greg Henrich is the Senior Vice President of Transmission at TVA. This organization is responsible for the planning, design, maintenance and real-time operation of TVA’s transmission system – the largest public power system in the country. This business unit also has responsibility for TVA’s generation unit commitment and dispatch and power trading, as well as reliability coordination services for six electric utilities in parts of eleven states.
He previously served as Vice President of Transmission Operations and Power Supply at TVA. In this role, he was accountable for the real-time operation of TVA’s bulk transmission system and power supply for the 10 million people of the Tennessee Valley. He also led a continuing grid modernization effort to prepare TVA for the grid of tomorrow.
During his 22 years with TVA, Greg has served as a leader setting direction for the twenty-year asset strategy, planning the transmission system, overseeing transmission maintenance, developing telecommunication planning and maintenance strategy, and as a NERC certified system operator.
He is a member of the NERC Operating Committee; TVA member representative for the North American Transmission Forum (NATF); member of the Electric Power Research Institute (EPRI) Executive Council; and serves on the boards of the SERC Reliability Corporation (SERC); Southeast Energy Exchange Market (SEEM); and the Eastern Interconnect Data Sharing Network, Inc. (EIDSN).
Greg received his B.S. in Computer Engineering from Georgia Institute of Technology and his master’s in Business Administration from the University of Tennessee Chattanooga.

Dr Chris Beck

Chris Beck is the Chief Scientist and Vice President for Policy at EIS Council, where he has worked since May 2011. He is responsible for the analysis, design, and promotion of critical infrastructure resilience for widespread, long-duration power outages initiated by Black Sky threats.

Dr. Beck is a technical and policy expert in several homeland security and national defense related areas including critical infrastructure protection, cybersecurity, science and technology development, WMD prevention and protection, and emerging threat identification and mitigation. Dr. Beck served as the Subcommittee Staff Director for Cybersecurity, Infrastructure Protection, and Science and Technology and was the Senior Advisor for Science and Technology for the House Committee on Homeland Security (CHS), US House of Representatives, where he worked from May 2005 to May 2011. Prior to CHS, he worked in the office of Congresswoman Loretta Sanchez for three years, beginning as a Congressional Science Fellow and then as a legislative assistant.

Before government service, Dr. Beck was a postdoctoral fellow and adjunct professor at Northeastern University. He holds a PhD in physics from Tufts University (2001) and a B.S. in physics from Montana State University (1994). He served in the Marine Corps Reserve for five years (1987 – 1992).

Matthew D. Duncan

Matthew Duncan serves as the vice president of Security Operations and Intelligence (SOI), overseeing cyber and physical security analysis and services for the Electricity Information Sharing and Analysis Center (E-ISAC). The E-ISAC reduces cyber and physical security risk to the North American electric industry by providing timely and actionable insights to its more than 1,400 members to assist in the protection of critical electricity infrastructure. The SOI team provides unique insights on physical and cyber threats, conducts proactive threat hunting, and manages the Cybersecurity Risk Information Sharing Program.

With 15 years of national security experience, Mr. Duncan works with the energy sector and government to provide security context to support risk, business, and operational decision-making. Prior to joining the E-ISAC, Mr. Duncan managed sector-specific agency and state government security and emergency response outreach at the U.S. Department of Energy. He also served as deputy political officer at the Helmand Provincial Reconstruction Team in Afghanistan, a strategic policy analyst at the Pentagon, and a policy assistant for a U.S. attorney.
Mr. Duncan holds two Global Information Assurance Certifications (Cyber Threat Intelligence and Critical Infrastructure Protection), a bachelor’s degree from Saint Joseph’s University, and master’s degree from the Maxwell School at Syracuse University. He was also a Fulbright grantee to Germany.

Joel Kellogg

Joel Kellogg holds a B.S. in Electrical Engineering from the University of Wisconsin–Madison, a CBA from the University of Illinois - Chicago and an MBA from the Keller Graduate School of Management and has over 20 years of experience in the industry.
As a principal of ETS-Lindgren, Joel’s experience centers on the design and implementation of advanced shielding and protection solutions. His work includes the development of HEMP and IEMI hardening strategies for utilities and data centers, with a focus on maintaining operational continuity of critical infrastructure under extreme electromagnetic threats. He has led the design of hardened facilities that integrate robust grounding, filtering, and enclosure shielding to meet demanding resilience requirements.
Joel also has extensive experience in the design of high-security facilities, addressing electronic surveillance risks through comprehensive shielding, isolation, and emission control strategies aligned with government and defense standards. He remains actively engaged in industry working groups, including those focused on EMP and infrastructure protection. Yosi Shneck

Yosi Shneck, YSICONS founder, senior consultant, leading the Cyber entrepreneurship and business development at the Israel Electric Corp. He is the CTO of Ginom Inc.
In charge of Cyber entrepreneurship and business development, including R&D, cyber products and services development, support of the IEC’s cyber unit, marketing, and deployment worldwide. Leading the R&D projects and activities in the European research programs for more than ten years, including the FP7 and Horizon 2020 programs.

More than 46 years of experience in computer systems & technologies in utilities, including information systems, scientific applications, supper computing & communication, control systems, infrastructures & architectures, and cyber. In addition to his duties as ITC leader, he was responsible for readying the company against cyber-attack threats, including IT/OT environments. Being accountable for the cyber activity of supercritical infrastructure, Mr. Shneck is involved in many nationwide and international initiatives in this field.

His previous functions in the IEC include SVP Information and Communications and Chief Cyber Officer; Head of Information Systems and Communication Division, CIO; Member of the selection committee for an investor in the new communication infrastructure company; Head of the National Communications and Electronics unit and Deputy of the Information Systems and Teleprocessing Division; Head of R&D computer department.

Mr. Shneck has an M.A. in Business Administration and a B.A. in Computer Sciences.

Dr. Ehud (Udi) Ganani

Dr. Ehud (Udi) Ganani, as Vice President for Strategic Programs, is responsible for the development, coordination, and management of several key programs: GINOM AI, BSX, Digital Transformation, EIS Academy, and EMP Consulting. All these programs are International.

Udi Ganani is a co-founder of Contguard Ltd., a global maritime container tracking startup. He is also a member of the SPECTRUM Group in Alexandria, VA and a Research Associate in ICT International Institute for Counter-Terrorism at IDC Herzliya.

Previously, Dr. Ganani served in senior management roles in a number of corporations providing high technology solutions for security applications. He was Chief Executive Officer and President of Rabintex Industries Ltd., served as CEO and chairman of TraceGuard Technologies Inc. and chairman of Bird Aerosystems Ltd. He also chaired the public advisory committee for Aerospace, Defense and Homeland Security for the Israeli Export Institute.
Prior to that, Dr. Ganani served as a senior manager in some of Israel’s largest and most important aerospace companies: He served as Chief Executive Officer of Israel Military Industries, Vice President of Marketing and Business Development for Rafael, and headed Rafael’s rocket motors development group.
Dr. Ganani holds a Doctorate of Science in Chemical Engineering from Washington University, St. Louis, MO and a Bachelor of Science in Chemical Engineering from the Technion – Israel Institute of Technology in Haifa, Israel.

Lihi Rotem Ganani

Lihi Rotem Ganani is leading global initiatives that strengthen resilience through digital engagement, innovation, and community-building. She oversees marketing, branding, and driving collaboration across sectors. Based in Madrid, Lihi previously worked at IE Business School, where she developed innovation programs connecting corporates, startups, and students. Earlier in her career, she practiced law in Israel and served as a judicial clerk in the District Court.
She holds degrees in Business, Law, and Digital Transformation and Innovation Leadership. Lihi holds a BA in Business, an LLB in Law, a Master of Laws (LLM), and an MA in Digital Transformation and Innovation Leadership.

Scott Blevins

Major Scott Blevins (Retired) served nearly 30 years in the Kentucky National Guard. Scott served in the Signal corps throughout his military career and has both hands on and strategic planning experience on a wide array of military tactical and commercial communications equipment. Scott’s assignments included company level command, battalion operations officer, battalion and brigade S6 officer, and communications planner and network operations manager at the Kentucky Joint Forces State Headquarters.
Scott’s expertise in military communications, public safety communications, and commercial data and voice communications makes him an invaluable planner for disaster response planning. During his tenure as the Kentucky National Guard’s Communications Manager, Scott was called upon to assist in planning, providing and restoring communications during numerous floods, tornadoes and other federally declared disasters to include the 2009’s catastrophic statewide ice storm in Kentucky.
In 2016 Scott founded his own Information Technology consulting firm, Leveled Up Inc. to help leaders leverage technology in accomplishing their strategic goals.
Scott holds an MBA from the University of Louisville and a Bachelor of Science degree in Justice Administration from the University of Louisville.

Ranger Dorn

Ranger Dorn is the Exercise Coordinator for the EIS Council and has helped with the development and delivery of EARTH EX as well as Black Sky Exercises since 2017. He is a founding member and Managing Partner with Utility Response Training Associates, LLC, providing training and exercises to utilities as well as private and public organizations throughout the US.Ranger served on Regional and National Incident Management Teams from 1997 to 2016, in the positions of Operations Section Chief, Deputy Incident Commander, and Incident Commander, responding to several incidents of national significance. Ranger is a Master Exercise Practitioner – MEP and has developed and delivered exercises from Tabletop to Full Scale nationwide, including evaluating a state response for a National Level Exercise. He has provided ICS training and course development to organizations throughout the US for FEMA, EMI, the National Sheriffs Association, the National Domestic Preparedness Coalition Inc, the US Coast Guard, several large electric, gas, and water utilities, as well as state and local government agencies.

Bob Kolasky

Bob Kolasky is Senior Vice President for Critical Infrastructure at Exiger where he focuses on developing cutting-edge risk management solutions for critical infrastructure companies and supporting government agencies. In this role, Mr. Kolasky leads market strategy for addressing third party and supply chain risk in critical infrastructure and delivering analysis to support enhanced business and government operations.
Mr. Kolasky also serves as a Nonresident Scholar in Technology and International Affairs Program at the Carnegie Endowment for International Peace, as a Senior Associate for the Center on Strategic and International Studies (CSIS), and a Senior Fellow at Auburn University’s McCrary Institute. He is the former Chair of the High-Level Risk Forum for the Organization of Economic Cooperation and Development (OECD).
Mr. Kolasky joined Exiger after 15 years as a senior leader in the Federal government, where he was responsible for foundational work in national security risk management and election security, to include the development of the National Critical Functions risk framework.
He was the founding Director for the Cybersecurity and Infrastructure Security Agency’s (CISA) National Risk Management Center (NRMC) at the Department of Homeland Security (DHS). As one of CISA’s Assistant Directors, he oversaw efforts to facilitate a strategic, cross-sector government and industry risk management approach to cyber and supply chain threats to critical infrastructure including U.S. elections systems. As head of the National Risk Management Center, he co-chaired the Information and Communications Technology Supply Chain Risk Management Task Force and led CISA’s efforts to support development of a secure 5G network. He also led the Agency’s work to support the Committee on Foreign Investment in the United States (CFIUS).
Mr. Kolasky has served in a number of other senior leadership roles for DHS, including Acting Assistant Secretary and Principal Deputy Assistant Secretary for Infrastructure Protection. He served as the Director of the DHS Cyber Physical Critical Infrastructure Integrated Task Force to implement Presidential Policy Directive 21 on Critical Infrastructure Security and Resilience, as well as Executive Order 13636 on Critical Infrastructure Cybersecurity.
Earlier in his career, Bob was a management consultant, a journalist and an entrepreneur. He graduated from Dartmouth College and from the Harvard Kennedy School of Government. He is the proud father of three wonderful teenagers.

Curtis Ivins

Curt is head of PCS, LLC after retiring from a full career in the U.S. Army as a senior Military Intelligence officer. His extensive professional and educational background with Masters in both Intelligence and Emergency Management enables his leadership of PCS, founded in June 2023 with a focus and passion for the safety, security and well-being of communities in a high-risk & complex modern era. PCS has excelled in a focus on Critical Infrastructure Security-Centric and All-Hazards Resiliency, especially within the Energy Sector, and as active participants in EIS, NCEMA, DRI, IAEM, INFRAGARD, FIR, and BCI.

Travis Moran

Travis Moran is a retired law enforcement professional with over 30 years of enforcement, security, and intelligence experience. Travis began his federal law enforcement career with the U.S. National Central Bureau – Interpol, before transitioning to the U.S. Department of State and then ultimately the U.S. Department of Justice, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).
Upon retirement from federal service, Travis became a Senior Investigator with one of the nation's largest electric utilities to conduct counter terrorism security risk assessments on the utility’s critical assets - to include those of national importance regarding the operation of the United States' Bulk Power System. He has also served as the Senior Physical Security Specialist for NERC’s Electricity Information Sharing and Analysis Center (E-ISAC). He also is a regular energy resource and speaker on energy regulation, security, and drone threats to critical infrastructure.
He currently serves as a Senior Security and Regulatory Affairs Advisor for SERC Reliability Corporation, one of six regional entities charged with securing the reliability and security of the bulk power system.
Travis holds a Master of Arts in Criminology, Law, and Society from George Mason University, a Master of Science in Criminology from Indiana State University, and a Bachelor of Business Administration from James Madison University.

John Organek

John Organek is a retired US Army Corps of Engineers Officer who has served a second career practicing enterprise, system and technical architecture for over 25 years in both the private and public sectors. During his two careers he has served in a wide variety of positions and assignments of increasing responsibility, with extensive experience in national-level systems.
John served in the US Army for over 23 years during which time he served in staff and command positions in the Republic of Korea and in the Republic of Vietnam, performing combat, construction and staff engineering duties.
In the private sector John has worked with The NASDAQ Stock Market, National Association of Securities Dealers, First Union Bank and The Federal Reserve, as well as with several startup companies. In the Government sector, John has been the Chief Architect for Army business systems and business architect for an ERP implementation at Department of Homeland Security. He also served as a consultant to the Riga Stock Exchange and to the Consolidated Financial Regulator in the Republic of Latvia, and conducted an evaluation of Communications-Based Train Control systems, for the Federal Transit Agency.
John received a Bachelor of Science in Civil Engineering from Lehigh University, Bethlehem, Pennsylvania, and a Master of Science in Hydrosystems Engineering, from the University of Illinois, Champaign, Illinois.
