Black Sky scenario exercises in recent years have concluded that in an extreme, long duration blackstart scenario, an emergency communication spanning all power companies, critical load, lifeline infrastructure facilities and government agencies will be essential. Long duration also implies the need for a long duration power cell, and chaos management. What will it take to meet these needs? What near term options are available?
